The Children’s Hearings System was created as a result of the Kilbrandon Report of 1964 and first appeared in the Social Work (Scotland) Act 1968.  This radical system pioneered a new direction in the way Scotland supports its most vulnerable people by adopting a welfarist approach to care and justice.
