The Value of Culture. From Heritage to Cultural Industries
Through an intergovernmental agreement signed on March 6, 2007, France and the United Arab Emirates decided to create Louvre Abu Dhabi, a singular and unique museum which will bring together the dynamism of Abu Dhabi and the values of excellence embodied by the Louvre name. This case of the Louvre Abu Dhabi is symptomatic of the difficulties to assess the value of culture. How can we define what should be considered as the value of culture? Is it possible to quantify the value of culture? In the field of heritage, it is easy but questionable to put forward the spill over effects of culture. Many other aspects should be taken into account. Moreover, digitization changes the context and constraints faced by cultural public and private enterprises and leads them to adopt new economic models in order to better monetise their cultural assets.

Economist, Commissioner at ARCEP (Autorité de régulation des communications électroniques et des postes). Professor of Economics at Paris 13 University and Sciences Po-Paris.
